Public-space interviews may be legal, but top candidates might think twice about the company culture if the hiring manager is so busy s/he can’t afford to devote dedicated time to identifying and attracting talent.  This example is particularly egregious, but my experience says that many hiring managers would benefit from a more enlightened and less transactional approach to the recruitment process.
